Who We Are

We have around 200 amazing staff members at Target today who all share the same vision in delivering a great service for our clients to support them to independence. Leading the way is our board, our CEO and our senior management team, you can meet them all below!

Our CEO

Steve Crane

As Chief Executive Officer I am responsible for the management of the operations of Target Housing as well as setting its overall vision. This involves decision making affecting the future of the company and its employees. A large part of my role, together with the Senior Management Team, is to develop and approve strategies for the company as well as communicating these strategies to an internal and external audience. I report to the Board of Trustees. Communication between the board and the CEO is of the utmost importance, with transparency being key.

Matthew Marsden - Head of Property Acquisition

To lead the property acquisition team and fulfil the growing demand for all current and future projects, in line with the business strategy of the organisation. To ensure all properties acquired meet legal, regulatory and contractual requirements whether they are leased or purchased making certain all standards are met and upheld.

Catherine Heath - Finance Director

To oversee and lead in all aspects of financial and administration management and ensure compliance with, and implementation of, Target Housing’s policies and procedures. To support the organisation to ensure that proper financial records, controls and procedures are in place.

Our Board

Moya Jones

Working at Director level within both public and private sector Housing for over 30 years, Moya has served on the Boards of various PLCs including Taylor Wimpey, McLean Homes, Southdale Group and worked for HBOS (The Halifax Group) and MJ Gleeson at a senior level. A key inspiration to Moya was Lord John Bird, founder of The Big Issue and also Bruce Kenrick, founder of the charity Shelter and it was this that led Moya to a career focus in Social Housing. Moya founded Embrace Management Services, to support Housing Associations with training, team development and specialist Development consultation, which introduced some of the commercial acumen from her PLC days, into the Development Assessment processes alongside Sales & Marketing methodologies for Shared Ownership schemes. Moya is a qualified facilitator of various team building tools such as Team Management Profile. Taking up the role as Development Director for Derwentside Homes in Durham, she supported Financial Inclusion projects such as Smarter Buys Stores and Prince Bishops Community Bank. A key element of her Development work in the Northeast, was to assist people out of the rental trap and into home ownership opportunities. Moya was able to secure funding from Homes England of over £67m to provide social housing in the Northeast. Returning back to her home county of Yorkshire, Moya worked as Development & Sales & Marketing Director for ENGIE/EQUANS, focusing on mixed tenure carbon zero and sustainable housing for people over 55. Taking early retirement in August 2022, Moya has worked on a voluntary basis to support homeless people with food deliveries on the street and also to assist those with disabilities access the benefits they are entitled to. Moya serves as a Non-Executive Director for ONGO Housing Association in Northeast Lincs and continues to provide training, executive coaching and strategic advice to a range of organisations. In her spare time, Moya trains support dogs for people with brain injury, cooks, plays piano and writes.

Simon Holcombe
Karen Rick

Karen is recently retired having 40 years’ experience of working for a High Street Bank where she was part of the Lending Operations Team with specific areas of expertise in leading consistency and Staff Development within the Department. She also previously worked for Doncaster Metropolitan Borough Council as a Youth Worker and was a volunteer support worker at Red House Education Centre in Denaby.
Her outside interests are all sports but particularly swimming and she spent many years coaching at Rotherham Metro Amateur Swimming Club.

Francesca Rockett
Mike Day

Mike is now retired and has an extensive list of experience with support agencies. He is an HR professional and was for many years a member of commercial Boards helping to develop significant growth. Mike has previously volunteered with the following organisations either through direct service provision or on Trustee Boards; Victim Support Charitable Trust, HM Courts Services, Leonard Cheshire Disability, Museums Sheffield and the Samaritans.

Richard Casken

Richard graduated in Chemistry from the University of York, and since then has pursued a career in industry, in sectors including printing, brewing and utilities. His areas of interest include health and safety, productivity maximisation and corporate social responsibility. Outside of work he has an interest in various political causes, and is a supporter of FC St Pauli, travelling to Hamburg for matches when time permits.

Rachel Heath

Rachel is a qualified accountant working in professional practice and specialising in the not for profit sector. Rachel has a varied client base including charities and corporates and has over 25 years of experience of working in audit.
Rachel has thorough knowledge of the Charity SORP and the complexities of financial reporting and holds a diploma in charity accounting. Rachel has previously volunteered on a trustee board for a charity specialising in end of life care.
